NYAMA advocates for airports to deliver major positive economic impact by bringing air service, jobs and tax revenue to the state and its communities. Airports are critical to the New York economy. Over $68 billion in annual activity is attributable to aviation with nearly 490,000 NYS jobs directly or indirectly linked to aviation.

In 2015, a new aircraft sales tax exemption known as the Aviation Jobs Act (AJA) was enacted as a result of NYAMA’s determined and effective advocacy. The New York Aviation Jobs Act eliminated the sales tax on the purchase and basing of GA aircraft in the State and went into effect September 1st, 2015.

The major victory of the Aviation Jobs Act was followed by last year’s state budget that included Governor Andrew Cuomo’s initiative for a $200 million investment to revitalize our state’s airports, and an increase to the Aviation Capital Grant Program.

These include:

  • $190 Million Competition to Revitalize Upstate Airports that will award five airports approximately $40 million each. Grants will fund projects that enhance safety, improve operations and access, reduce environmental impact, create better passenger experiences and leverage private investments;

  • $40 Million of additional funding for the Aviation Capital Grant Program over the next four years that represents a significant increase in program funding available for economic and business development projects at large and small airports throughout the state; and

  • An increase in the Aviation Capital Grant Program per project  “cap” from $1 million to $1.5 million to allow for some larger sized projects to be eligible for a bigger state investment.

Also, a NYAMA initiated bill was passed by both houses of the legislature and signed into law by the Governor to eliminate the Airport Security Plan Registration Fee, bringing financial relief to smaller airports and lowering
administrative costs for the NYS Department of Transportation.

2017-2018 NYS Budget Funding

  • Additional $10 million for airport grants
  • With the new increase in grants, 2017 solicitation will be $20 million and $2.5 million more for AIP state funding match
